Dennis Riley, 81, of Halifax, and Patricia Orange, 73, of Harrogate, died in a collision on the A46 at Six Hills, near Loughborough, on 14 August, 2007, during a trip organised by the charity Vitalise. A pile-up involving their mini-bus took place while PCSOs failed to protect the scene of another crash involving a Porsche.
Conrad Hallin instructed by Hempsons represented the charity in a month-long jury inquest into the deaths of wheelchair-bound Patricia Orange and Dennis Riley. Conrad successfully argued that the Article 2 obligations for an ‘enhanced inquiry’ only concerned the police (represented by Patrick Limb QC), as an agent of the state, and not the charity. Issues arising including police failure to protect the scene and the limited referral to the IPCC. Further issues of safety in wheelchair transportation arose, with detailed consideration of expert evidence.
