Nature of Practice

 

In public law, Stephen regularly acts for a range of police forces in judicial review proceedings.  For example, Stephen has recently acted:

 

  • For a police force in confidential judicial review proceedings concerning the issue of a caution to a city businessman;
  • For the Bedfordshire Police and the Metropolitan Police in a judicial review application brought by an officer trying to prevent a misconduct hearing from proceeding;
  • For the British Transport Police in proceedings brought by the charity Release challenging the use of drug dogs on the London Underground;
  • For the Warwickshire Police in judicial review proceedings brought following a Serious Fraud Office investigation and challenging the police use of bail; and
  • For the IPCC in judicial review proceedings challenging the IPCC investigation into the shooting of barrister Mark Saunders. 


Stephen has represented many police forces in Article 2 inquests concerning deaths in custody; deaths following restraint; and deaths following police contact.  Most recently he has represented:

  • The Hertfordshire Constabulary (Inquest into the death of Charlotte Edwards who died following a police car collision);
  • Essex Police (Inquest into the death of Faisal Al-Ani in custody after a period of prolonged restraint);
  • West Midlands Police (Inquest into the death of Lee Mayne in custody following alcohol withdrawal); and
  • Essex Police (Inquest into the death of Peter Kirkwood in prison following a period of police detention).
