Nature of Practice

 

Stephen spent his early years at the Bar undertaking a large amount of criminal jury trials.  However, he quickly developed a common law practice specialising in police law and he now practises exclusively in all aspects of police and personal injury law.

 

Civil actions involving the police: Stephen appears for defendant police forces in jury trials for false imprisonment, wrongful arrest and malicious prosecution. He is widely experienced in all matters of police law and procedure.

 

Police discipline: Stephen is instructed by a number of forces to appear on behalf of the Presenting Officer to prosecute disciplinary charges covering a broad spectrum of misconduct, neglect and honesty and integrity.  He advises on evidence and disclosure, drafts charges and also sits as a legal advisor to panels.

 

Magistrates’ Court orders: Stephen has a huge amount of experience in obtaining Anti-Social Behaviour Orders, Football Banning Orders, Sex Offender Orders, Closure Orders and Proceeds of Crime Orders.


Liquor licensing: Stephen was an established practitioner in the field of liquor licensing long before the recent changes implemented by the Licensing Act 2003.  Having regularly represented police forces at committee meetings, Magistrates’ Courts Appeals and Crown Court Appeals, Stephen has been extremely busy assisting police forces during the ‘transitional period’.  He continues to advise police forces regularly on policy and practical matters as well as representing them at Committee and Appeal hearings.

 

Firearms Licensing: Stephen has extensive experience of representing the police at Crown Court appeal hearings concerning firearms and shotgun licensing.  He has defended many appeals concerning revocation following misbehaviour or criminal conviction, but as a licence holder himself he has also enjoyed presenting technical cases concerning the manufacture and design of firearms.

 

Other Licensing: Stephen represented the Public Carriage Office in taxi licensing appeals when it was part of the Metropolitan Police and he continues to represent the Public Carriage Office now that its appeals are managed by Transport for London.

 

Coroner’s Inquests: Stephen has appeared at many inquests into the demise of individuals who have come into contact with the police shortly before their death. 

 

Personal Injury: Stephen has extensive experience of acting for litigants in cases concerning employers’ liability and occupiers’ liability.  He consistently represents a number of local authorities in relation to actions under the Highways Act and is regularly instructed to represent national and international companies in multi-track litigation concerning injuries to their employees.
