Nature of Practice

 

Conrad acts for police forces across England in all areas of civil law, including assault, false imprisonment and malicious prosecution.  He has advised extensively on search powers and detention.  . He has advised on the responsibilities of the effect of the Children Act 2004 on the statutory responsibilities of Chief Constables and police authorities.

 

Conrad has particular expertise in judicial reviews, including those with a police context.

 

Conrad also has extensive experience of coroners' inquests and has acted for police in ‘death in custody’ cases. 

 

Conrad has successfully representing police forces across the country in applications and appeals to the Crown Court in cases involving:

(a)    Firearms;

(b)    The closure of premises associated with Class A drug use and serious nuisance and disorder under the Anti-Social Behaviour Act 2003;

(c)    Anti-social Behaviour Orders;

(d)    Proceeds of Crime Act seizures and forfeitures;

(e)    Police Property Act cases; and

(f)     Sexual Offences Prevention Orders.

Reported and other cases of Interest

 

Inquest into the death of Gerald Kent (2009) – a death in custody case, involving issues including the swallowing drugs, transporting prisoners, searches and handcuffing.

 

Inquest into the death of Karl Malton (2009) – Inquest involving consideration of the response of emergency services to a fatal accident.

 

Commissioner of Police of the Metropolis v Reilly [2008] EWHC 2217: Negligence – duty of care – strike out applications - exceptions to immunity - proximity

 

Conrad successfully represented the police in The Chief Constable of Humberside Police v Carpenter (2008), a Proceeds of Crime Act application for the forfeiture of 16 Brazillian Petrobras bearer bonds, potentially worth over US$30 million.
